In an exclusive conversation with Salsa about advances in the iGaming market, Luciana Macorin, lawyer and CEO of NossaBet, talks about her expectations regarding the advancement of Brazilian regulation.
Salsa Tech: How do you see the progress of the regulation of the iGaming market in Brazil and its impact on Latin America?
Luciana Macorin: The regulatory process in Brazil is directly linked to the growth of the sector throughout Latin America. The regulation has attracted the attention of important global companies, encouraging international brands to expand their operations, not only in Brazil, but also in other Latin American markets. I believe it will be fundamental to boost the development of the sector in the region, bringing significant progress.
Salsa Tech: When did the regulatory process effectively begin in Brazil?
Luciana Macorin: Although online betting was legalized in 2018, the government only began working on effective regulation in 2023. The application process actually began on May 21, 2024, with the publication of Ordinance No. 827 by the Ministry of Finance, in conjunction with the Federal Government’s Betting and Prizes Secretariat.
Salsa Tech: What are the main requirements for obtaining an operating license in Brazil?
Luciana Macorin: Ordinance No. 827 establishes the rules and conditions necessary to obtain authorization for the commercial exploitation of the fixed-odds lottery modality. The requirements include legal qualification, tax and labor regularity, suitability, economic-financial and technical qualifications.
Salsa Tech: What about state licenses? What is your opinion on them?
Luciana Macorin: State licenses are the legal gateway to the Brazilian market. They offer the opportunity to better understand the behavior of local gamblers, in addition to serving as preparation for what will be a federal license. The benefits are numerous, such as the possibility of identifying the types of games that most interest the Brazilian public.
Salsa Tech: What else is the government discussing in relation to iGaming?
Luciana Macorin: The Brazilian government continues to discuss regulatory frameworks for online gaming, seeking to balance tax collection with consumer protection. Brazil is positioning itself to take the lead in regulation and user protection policies, which will positively impact the Latin American market as a whole.
Salsa Tech: In addition to regulation, what else is contributing to the expansion of iGaming in Brazil?
Luciana Macorin: Factors such as increased digital connectivity, growing interest in sports betting and the popularization of the market, especially associated with marketing strategies with football teams, have been fundamental to this expansion.
Salsa Tech: What do you foresee for the future of iGaming in Brazil?
Luciana Macorin: The future of iGaming in Brazil is promising. Companies that adapt quickly to local preferences and take advantage of the latest technologies, as Salsa Tech does, will be well positioned to capture a significant share of this growing market. But it is important that they respect the criteria and guidelines of the regulated market, which include licensing, certification, taxation, inspection, anti-money laundering, responsible gaming and prevention of gambling addiction.
